Shouldn’t he have to support his kids, too?

Hi, iDiva. I consider myself somewhat of a diva, a financially challenged diva, but a diva nonetheless. I can't afford the hair and nail salon every week or even a gym membership. Yet, I do the best I can with what I have. I make lemonade out of lemons most days and that ain't easy. I think diva's come in all shapes, sizes, and varieties. I think it's a certain confidence, a yeah that's me, that makes a diva. I try to be as independent as anyone can get, at first by force and now by choice. I think a diva is simply ok with herself. Yes, she improves because wants to and not because it's what someone else thinks.
My question is regarding child support. I was recently told by Juvenile Court that the father of my two small children can pay "as able" (i.e. if he says he can't pay, he doesn't have to) because he draws a supplemental social security check (SSI). The question is; is this fair? Is it right? ...
